The gap represents the widest US-to-Europe delta in the index this quarter, and it is driving site-selection capital toward ERCOT and SPP at rates not seen since Q2 2025.

London's constraint score sits at 77.8, Dublin at 78.5, Amsterdam at 76.0. All three are now red-zone markets where every MW of new load triggers a multi-year interconnection queue or a capex-intensive substation build. Midland–Odessa, by contrast, carries a 22.8 constraint score—meaning power is available, substations have headroom, and time-to-energization is measured in months, not permitting cycles.

## What It Means for Capital Allocation
