WECC market tops DC Hub rankings as Northern Virginia constraint hits 64.2

Cheyenne, Wyoming claimed the top position in the DC Hub Data Center Power Index (DCPI) on May 12, 2026, posting an excess power score of 69.5 with a constraint rating of just 22.5. The WECC market's commanding lead reflects favorable grid conditions and available capacity for hyperscale development.

Rural SPP markets in Kansas secured second place with an excess score of 67.2, while Allen, Texas rounded out the top three build markets at 65.6, despite a higher constraint rating of 30.8 within the ERCOT territory.

On the opposite end of the spectrum, Mount Pleasant, Wisconsin registered the nation's highest constraint score at 80.0, despite maintaining a 55.0 excess rating. Northern Virginia, the traditional hyperscale hub, showed continued pressure with a constraint score of 64.2 and excess rating of just 14.5—the lowest among tracked markets. Phoenix, Arizona posted a 61.5 constraint score with 34.8 excess capacity.
