Queue position and length, combined with signed-contract load growth and retiring asset capacity, feed the DCPI Excess Power score (BUILD signal in markets where the queue is quiet relative to available headroom) and Constraint score (CAUTION/AVOID where backlog drives Time-to-Power past 17-24 months).
